CONSULTATIVE WORKSHOP ON COMMUNITY TENURE IN THE FOREST AREA FOR THE AMENDMENT OF THE LAW ON FORESTRY AND THE LAW ON PROTECTED AREAS

Three regional province workshops on the amendment of the Law on Forestry and the Law on Protected Areas were organized in collaboration with the NGO Forum on Cambodia and the Secretariat of the National Committee for Sub-National Democratic Development on May 5, 9 and 11, 2022 in Preah Vihear, Kratie and Kampot. The workshops were organized to consult with sub-national administrations, relevant provincial departments, indigenous communities and community-based natural resources on the community’s enjoyment of natural resources, customary tenure and the roles and responsibilities of communities, local authorities and stakeholders at the grassroots level for sustainable natural resources.

The three regional province workshops were attended by representatives from the Ministry of Environment and the Forestry Administration on the draft law on forestry and protected areas, as well as three additional presentations from representatives of civil society organizations and key researchers on past significance related to biodiversity conservation.

The three regional province workshops were attended by 15 provincial administrations, provincial departments, and local authorities a total of 117 participants, 70 representatives of civil society organizations, as well as 9 representatives of indigenous organizations, 117 community representatives, including 53 indigenous peoples.

As a result, the workshop organizing committee received many meaningful and substantial inputs from stakeholders at the sub-national level to better respond to the management and sustainability of natural resources, as outlined in the attched entry-level report. With these substantial inputs in the sense of partnership with the Royal Government for the effectiveness of natural resource governance, the NGO Forum on Cambodia and the NCDDs will continue to allow for discussion at the national workshop with civil society organizations and community representatives on the input for the amendment of the Law on Forestry and the Law on Protected Areas aiming to promote the right to use and enjoy of community on customary tenure, roles and responsibilities of local authorities and stakeholders at the sub-national level for the sustainability of natural resources.
