Phnom Penh, January 20, 2016: The representatives from 15 organizations, working on the Indigenous People (IPs) issues, attended the first time meeting with Ministry of Rural Development (MoRD), facilitated by NGO Forum on Cambodia (NGOF), to discuss on the cooperation opportunities and challenges that the civil society organizations (CSOs) experienced in their work between IP NGOs and the local authorities in different region on Cambodia. Additionally, the NGO working group was met to seek for collaboration and support from the MoRD for the future activities. H. E. Hap Phuong Maly, Under Secretary of State of MoRD was the chair of the meeting and accompanied by Mr. Yim Jung, Head of IP Department of MoRD.

One of the important agendas, which proposed for the discussion, was sought for partnership between NGOs and MoRD in organizing the IP celebration day in 2016, in order to raise awareness and bring the issues of IP to the public. “Through our partnership experience, we have learned that the coordination work between IP NGOs at the national level is going smoothly, while there are  some challenges at local level that sometimes the authorities attempt to block our meeting or any IP event celebration,” Dr. Tek Vannara, NGOF’s Executive Director shared his working experience, “from this lesson, in case MoRD is willing to work together to organize the IP Celebration Day, we would suggest the ministry to widely circulate this information to the sub-national level to ensure our arrangement process would go smoothly as plan.”
He added that it would be a great initiative if MoRD could regularly arrange and lead the meeting on IP issues with the participating of NGOS and relevant ministries such as Ministry of Interior, Ministry of Land Management, Urban Planning & Construction, Ministry of Agriculture Forestry and Fishery, Ministry of Economy and Finance and Ministry of Commerce to update the IP situations and identify alternative solutions to address issues related to IP together.
At the end of the meeting, H.E Hap Phuong Maly concluded that it was the first and productive assemble between CSOs and the government to talk about the IP and how we could team up together to address the issues related to the IP. He did appreciate all ideas which was proposed by the NGOs and will bring them to further discuss with the minister of Rural Development.
