About Us

The NGOF is a membership organization that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy.

SACHAS

(Solidarity Actions for Community Harmonization and Sustainability)
  • SACHAS deploys the following key strategic activities: 

    1. Promoting public awareness on the adopted policies and laws through social medias, workshops,

    2. Establishing and facilitating METRI youth platform.

    3. Strengthening capacity of CSOs of TWG members and NGOF members on relevant topics.

    4. Facilitating and establishing association of fishery communities, forestry communities, agriculture cooperatives in the target provinces

    5. Facilitating for Agricultural Park (at least one) in the target province (s)

    6. Supporting development of eco-tourisms in protect areas.

    7. Enabling the communities to mobilize resources and implement their plan.

    8. Tapping financial resources, technical and professional skills required by and for the trained communities.

​SACHAS aims at supporting NGOF’s members, partners and the communities to operationalize key laws and policies influenced by the PALI team. ​SACHAS supports the members and partners to build synergies and collective efforts/actions in responding key issues (including emerging) and priorities of their organizations and communities.

 

SACHAS provides support to local-led initiatives of the target communities to transform their communities toward harmonious, prosperous, resilient and sustainable one. One of the feasible ideas is to transform communities such as Cis/ACs/CFs/CPAs into the community of Agri-tourism, education, environment, and culture so that they are  able to build trust, solidarity, generate sustainable income, conserve their environment and culture in a more harmonized, prosperous and sustainable manner.

SACHAS deploys the following key strategic activities:

SACHAS is led by one manager and other team members. The team plays as a secretariate of two important networks: Natural Resources and Land Governance (NRLG), and Network of Environment Climate Change, Agriculture, and Water (NECAW) with more then 100 local and international NGOs working together to address issues related to their mandates and collective ones in a more coordinated and reached more common goals, effective use of resources and greater success.

Natural Resource and Land Governance (NRLG) is Coordinate the NGOs that are members of the NGO Forum on Cambodia that are working on projects on land rights, indigenous peoples, forests and REDD+ to work together more effectively and efficiently. To develop policies, laws, norms and practices to promote land governance, natural resources, indigenous rights, housing development, climate change, REDD+ resilience, local community economy and social justice.

Network of Environment Climate Change, Agriculture, and Water (NECAW) is Contribute to the preparation and implementation of national strategies, policies, laws and regulations related to the environment, climate change, agriculture and water through the participation of various stakeholders to change resilience and environment and ensure harmonization and sustainability between peoples, prosperity and the planet.

🚜🌿 Empowering Communities, Advancing Sustainable Agriculture 🌿🚜 From December 8–11, 2024, the NGO Forum on Cambodia organized an inspiring study visit to the Kok Doung -Angkor Chum Family Rubber _Agricultural Cooperative in Siem Reap, Cambodia, and Agricultural Cooperative of the Rubber and Multi-benefits plantations in Surin Province, Thailand. Co-organized by WWF and the General Department of Rubber, and hosted by the NET Foundation. This visit was an incredible opportunity to exchange innovative ideas, share best practices, and valuable lesson learnt about modern agriculture cooperatives. The focus was on rubber plantation management, strengthening member participation, overcoming challenges, and improving rubber production and processing value chains. A key highlight was integrating agroforestry into rubber farming to create more sustainable, diversification, and profitable ecosystems. 🌱 Representatives from Cambodia's General Department of Rubber, Agriculture Departments & Agricultural Cooperatives of Tbong Khmum, Mondulkiri, and Ratanakiri provinces, private sector, and the Farmers and Nature Network (FNN) joined the visit, gaining critical insights into the concept of modern farming communities that prioritize sustainability, environmental health, and economic growth. The 13th National Farmers Forum, held from November 25th to 26th, 2024, made a profound impact on Cambodia’s path to sustainable agriculture. With 260 passionate participants—including farmers, 40 NGOs, policymakers, and industry experts—alongside 40 inspiring guest speakers, this two-day event sowed the seeds for innovation, resilience, and unity in the sector. On November 4, 2024, we had an inspiring training session led by Mr. Serey Mongkol, a dedicated program assistant at The NGO Forum on Cambodia. 🌈✨ This workshop focused on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC), aiming to broaden our understanding and foster open-mindedness around gender issues among our staff. He emphasized the importance of mainstreaming SOGIESC knowledge within our organization, encouraging more inclusive attitudes towards gender diversity, particularly for LGBTQI+ communities. This initiative not only enhances our team's awareness but also strengthens our commitment to creating a more accepting environment for everyone. Thanks to the generous support from the French Embassy and the Health Action Coordinating Committee (HACC), this training will empower our staff and ultimately benefit The NGO Forum in numerous ways. Workshop on Land Acquisition related to Chinese Rubber Investment in Cambodia
From 28 to 29 Mar 2024, the NGO Forum on Cambodia organized a Knowledge Learning and Experience Sharing Workshop on Land Acquisition related to Chinese Rubber Investment in Cambodia. There were representatives from the General Department of Rubber, representatives of relevant ministries, community representatives from Kratie and Ratanakkiri province , representatives of civil society organizations and development partners. The purpose of this workshop is to increase Chinese stakeholders’ understanding on land acquisition issue in Cambodia, to enhance Cambodian CSOs’ understanding of Chinese policies and guideline, to increase Cambodian CSO’s knowledge to hold corporate accountable, and to form future collaboration among Chinese and Cambodian CSOs to address land acquisition issues.

Provincial Government Meeting at Kompong Thom Province
On the afternoon of October 16, 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) and NGOs member networks met the Kampong Thom Provincial Administration under the leadership of H.E Deputy Governor and relevant provincial departments representatives to strengthen collaboration and discuss about key priorities in Kampong Thom province as key inputs for the draft strategic plan 2024-2030 of NGOF Named "METRI" stands for Multi-stakeholder Engagement for Transformative, Resilient, Inclusive and environmental Sustainability." As a result, the Deputy Governor and the representatives of the relevant provincial departments welcomed and appreciated the draft strategic plan of the NGOF as its contents are in line with the current global trends, regions and countries of Cambodia. They also provided key inputs for the draft strategic plan to meet the needs of the people and as well as they stand ready to support and cooperate with civil society organizations for this important strategic initiative.

Provincial NGO Network Members Meeting at Preah Vihear Province
On the morning of 17 October 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) and colleagues had conducted a consultative meeting with NGO members and partners in Preah Vihear to strengthen collaboration, and consult on a draft of NGOF's seven-year strategic plan (2024-2030) called "METRI" which is focusing on Multi-stakeholders Engagement for Transformative, Resilient, and Inclusive Society. As a result, our discussion was successfully proceeded, with good inputs and support from participants of "METRI" strategic plan. In addition, the NGO members and partners were happy to participate in joint initiatives based on the model to achieve common goals, and they specifically request that the NGOF remain active in supporting the positive impact on policies and laws influence and resource mobilization for the benefits of member organizations, communities and especially poor and vulnerable people.

In the morning of October 17, 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) and his colleagues met with the Preah Vihear Provincial Administration under the chairmanship of the Deputy Governor and attended by the Chairman or Representatives of relevant departments, appointed by HE Governor of Preah Vihear Province to strengthen cooperation and discuss the draft 7-year strategic plan (2024-2030) of the NGOF "METRI" which focuses on Involvement of stakeholders for a changing society, resilience and environment. As a result, HE Deputy Governor, together with the representatives of relevant departments, considered that the main content of the strategic plan of the NGOF in line with global trends, social areas and Cambodia. HE and representatives of relevant departments also provided suggestions as well as key inputs that meet the needs of the people and expressed support and cooperation with civil society organizations for this strategic initiative.

In the afternoon of October 18, 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF), continued his visit to Oddar Meanchey Province together with his colleagues to meet with member and partner organizations in order to strengthen cooperation and generate input on the draft strategic plan for the year (2024-2030) of the NGOF named METRI - “Multi-stakeholders engagement for transformative, resilient, and inclusive society” toward people harmonization, inclusive prosperity and sustainable planet. As a result, participants provided key input, expressed their strong support and collaboration to the initiative of the draft "METRI" Strategic Plan for the benefit of community member organizations.

In October 19, 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) and his colleagues and representatives of NGOs in Oddor Meancheay had opportunity to meet H.E Pen Kosal, provincial Governor, Deputy Governors, directors and representatives of relevant provincial departments to strengthen cooperation and discuss the draft strategic plan for 7 years (2024-2030) of the NGOF "METRI" meaning that “stakeholders engagement for transformative, resilient, and inclusive society” toward people harmonization, inclusive prosperity and sustainable planet. As a result, H.E Governor, together with the representatives of relevant departments, considered the main content of the strategic plan of the NGOF in line with global and national trends, especially the needs of development in the province. H.E and representatives of relevant departments also provided suggestions as well as key inputs that meet the needs of the people and expressed strong support and cooperation with the NGOF and civil society organizations for this strategic initiative. In addition, H.E Governor requested to select this province, especially Sang Ruk Vorn Community Forestry and Dang Rek surrounding community area as the priority for this implementation of METRI.

In the morning of October 20, 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF), together with his colleagues had a meeting with NGO members and partners in Siem Reap in order to strengthen cooperation and discuss on the draft strategic plan for the year (2024-2030) of the NGOF named METRI - Multi- stakeholders Engagement for Transformative, Resilient and Inclusive Society” toward people harmonization, inclusive prosperity, and sustainable planet. As a result, the meeting went very well with good discussions and key inputs on the draft "METRI" Strategic Plan. The NGO members and partners expressed their appreciation, and strong support, especially participation in joint activities under METRI to achieve common goals, and also requested the NGOF to continue to be active in supporting the positive effects of national policies, building capacity of the members and partners, and to mobilizing resources to implement the policies for for the benefits of the members and communities.

Provincial NGO Network Members Meeting at KampongThom Province
In the morning of 16 October 2023, Mr. Soeung Saroeun, Executive Director and colleagues of the NGO Forum on Cambodia (NGOF) had a meeting with the Kampongthom NGO network, represented by AFD, COFAP, COWS and CODEC at the AFD office to discuss on general situation of the NGOs, and to present and generate inputs from participants on the draft of Strategic Plan (SP) 2024-2030 of the NGOF, called METRI "Multi-Stakeholders Engagement for Transformative, Resilience, and Inclusive Society". As a result, participant NGO network members understood key development trends at global, reginal and country level, and especially about the key contents of the draft strategic plan. Participants shared about their organizational priorities and needs, as well as needs and challenges of people in their target communities which are useful for reflection in the draft SP. Participants expressed their support and committed to cooperate with the NGOF in this important strategic initiative.
