About Us

The NGOF is a membership organization that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy.

PALI

PALI

(Policies and Legal Influence)

PALI aims to engage and influence global, regional and national policies and laws effecting the poor, indigenous, marginalized, and vulnerable groups and people, and planet. The roles of PALI are policies research, capacity development, consultations, and advocacy.

NGOF is one of the regional and global gateways for CSOs in Cambodia which will engage and influence key policies such as Paris Agreement on Climate Change and Conference of Parties (COP), Sustainable Development Goals, and Transboundary Free Trade Agreements and other following key policies and laws, but not limited to:

  • Natural Resources and Environmental Code, and other laws related.

  • Pentagonal Strategies

  • Cambodian Sustainable Development Goals (CSDGs)

  • National Strategic Development Plan (NSDP) and National Program Phase 2 for Sub-national Democratic Development

  • Public Financial Management including national budgeting, green finance, tax justice, and digital economy.

  • Climate Change Strategic Plan 2024- 2028, including loss and damage policies.

  • Agriculture policies, and other related sectoral policies and strategic plans, and other related policies

  • Sustainable and green growth policies

  • ESG and Business and Human Rights

 

PALI is led by one manager and other team members. In addition to its core roles, the team plays as a secretariate of two important networks: Budget Working Group (BWG), and River Coalition Cambodia (RCC) with around 50 local and international NGOs working together to address issues related to their mandates and collective ones in a more coordinated and reached more common goals, effective use of resources and greater success.

Budget Working Group (BWG) is a coalition of 20 local and international NGOs working on budget-related policies coordinated by the NGO Forum on Cambodia (NGO Forum). The Group has been engaged in public budget advocacy for several years since 2016. The group advocacy aims to produce credible evidence through budget analysis, research and mainly open budget survey to influence the Royal Government of Cambodia (RGC) to increase budget allocation toward poor and vulnerable population and to improve budget transparency.

Rivers Coalition in Cambodia (RCC) envisions that existing and future hydropower dam projects respect the rights of the affected people and ensures the sustainability of the environment and livelihoods.  In order to achieve this, RCC believes that public participation in the planning and decision making process is essential in order to guarantee that the interests, needs, and benefits of affected people are included as well as addressed.

Phnom Penh 21st March 2025, the NGO Forum on Cambodia (NGO Forum) with technical and financial supports from Reality of Aid – Asia Pacific (“RoA-AP”) and CSO Partnership for Development Effectiveness (CPDE) organized a workshop on 4th Monitoring Round of the Global Partnership for Effective Development Cooperation (GPEDC) Monitoring Exercise in Cambodia “Localizing Effective Development Cooperation Agenda”. This event aims to 1- To raise awareness for the NGOF’s members/partners on the 4th Monitoring Round of the Global Partnership for Effective Development Cooperation (GPEDC) and 2- To share and generate input for the 4th Monitoring Round of the Global Partnership for Effective Development Cooperation (GPEDC). Mr. KIM Lumang Bopata, Acting Director of Development Cooperation Policy Department of the Council of Development Cambodia (CDC) shared about the government’s participation in the 4th MR of GPEDC, moderated by Mr. MAR Sophal, Policy and Legal Influences (PALI) Program Manager. The event participated from a total of approximately 60 participants in person and virtual, 20 of whom were women, representing members/partner organizations at both national and sub-national levels, local communities, indigenous peoples, vulnerable group, people with disabilities, LGBTIQ, etc.

From 19 to 21 February 2025, representative from the NGO Forum on Cambodia (NGO Forum) Mr. Mar Sophal joined in a Regional Meeting & Workshop 2025: “Localizing Effective Development Cooperation Agenda” in Bangkok, Thailand, organized by the Reality of Aid – Asia Pacific (“RoA-AP”) and CSO Partnership for Development Effectiveness (CPDE) together with Sustainable Development Foundation (SDF) - Thailand. This event aims to 1. Facilitate a policy discussion on existing priorities and gather emerging trends and key priorities on development cooperation to ground the networks’ future direction, 2. 🌍 Driving Change for Sustainable Development! 🌱On December 13, 2024, the NGO Forum on Cambodia (NGOF) and ActionAid Cambodia (AAC) hosted an impactful Validation Workshop on the “Environmental and Social Impact Review (ESIR)” for development projects in Koh Kong and Preah Sihanouk provinces. ✨ What was it all about? 🌟 Spotlight on Inclusive Trade & Value Chains! 🌟 On December 12, 2024, the NGO Forum on Cambodia (NGOF) and the Fair for All project team lit up the stage at Raffles Le Royal Hotel, Phnom Penh, for a dynamic Multi-Stakeholders' Dialogue on the Banana and Rubber Sectors! 🍌🌳 With 48 passionate participants (including 11 inspiring women 💪), the dialogue tackled the critical issues faced by Cambodia’s smallholder farmers—like limited market access, resource gaps, and unpredictable prices—while emphasizing the vital role of rubber and bananas in driving Cambodia’s economy forward. 🚀 Collaboration in Action: Co-organized with Transparency International Cambodia (TIC), this powerhouse event brought together government leaders, private sector giants, civil society advocates, and farmers themselves! National Dialogue on “A Better Protection for Worker and Farmer in Rubber and Banana Value Chains”
On 31 October 2024, the NGO Forum on Cambodia and the Fair For ALL Project Partners co-organized National Dialogue on “A Better Protection for Worker and Farmer in Rubber and Banana Value Chains” in Phnom Penh. The main purpose of this dialogue is to address the current challenges facing women, small-scale rubber workers, workers and community forestry. In addition, the dialogue aims to celebrate achievements and highlight good practices from key stakeholders, including governments and companies that support producers and workers. Promote a culture of multilateral dialogue to address issues effectively. Provide a forum for rubber producers and agricultural workers, especially women, to discuss their concerns and network with others. FAIR for ALL is a project that promotes a sustainable trade value chain across the banana and rubber sector that is environmentally and equitable for smallholder farmers and agricultural workers, especially women, by including protection. Human rights and environmental protection in Cambodia under the technical and financial support of OXFAM Cambodia. "Join us in tackling the challenges that women, small-scale rubber plantation workers, and forestry communities." Congratulations on the achievements in promoting this multilateral dialogue.

Multi-stakeholder dialogue on sustainable trade and value chains in the banana and rubber sectors in Cambodia
The NGO Forum on Cambodia (NGOF), in collaboration with Transparency International Cambodia (TIC), the Cambodian Agricultural Workers Federation (CAWF), and the Farmers and Nature Network (FNN), jointly organized a multi-stakeholder dialogue on sustainable trade and value chains in the banana and rubber sectors in Cambodia, with participants from the Department of Agriculture, the Department of Commerce of Kratie and Tbong Khmum provinces, the National Social Security Bureau of Kampong Cham, Tbong Khmum and Kratie provinces, civil society organizations, and employee representatives, totaling 36 people, including 11 women. The purpose of the dialogue was to raise awareness about the needs and challenges of workers in the banana and rubber agro-industrial sector for their fundamental rights, social protection, and workplace safety principles, and to encourage stakeholders to pay attention to the challenges and needs of social protection and safety equipment during the work of workers in the banana and rubber sectors. Provides a platform for workers in the banana and rubber sectors to raise their challenges to decision-makers, including the relevant departments and employers, to engage in solutions for workers. Provides an opportunity for discussion and action to implement fiscal policy accountability, including responsible taxation and investment, supply chain law and fair prices in the banana and rubber industries in Cambodia, and to exchange knowledge, experiences, good practices, studies and multi-stakeholder dialogue to support supply chains and fair prices in the banana and rubber industries in Cambodia. The dialogue was held on 8 October 2024 with technical and financial support from Oxfam and the Swedish government’s Diakonia.

The Financial Sector and Civil Society Organization Forum on "Responsible Banking & Customer Protection and the Launch of the Consumer Complaint Handling Management Framework,"
On 27 September 2024, The NGO Forum on Cambodia (NGOF) participated in the Financial Sector and Civil Society Organization Forum on "Responsible Banking & Customer Protection and the Launch of the Consumer Complaint Handling Management Framework," held in Phnom Penh. During his welcome speech, Mr. Soeung Saroeun, Executive Director of NGOF, emphasized the crucial role of civil society organizations (CSOs) in shaping policies that protect consumers in Cambodia's rapidly growing banking and financial sector. Mr. Saroeun highlighted the importance of financial literacy and effective consumer protection mechanisms, advocating for stronger partnerships between the financial sector and civil society to ensure responsible banking practices and to address customer grievances efficiently. The event featured key stakeholders, including the National Bank of Cambodia, the Association of Banks in Cambodia (ABC), the Cambodia Microfinance Association (CMA), civil society leaders, and development partners, aiming to promote a transparent and responsible financial sector while strengthening public confidence through the launch of the new consumer protection framework.

Sub-national forum under the theme: “Promoting the Implementation of Social Protection and Workplace Safety in the Banana and Rubber Agro-Industrial Sector”
On September 17, 2024, The NGO Forum on Cambodia (NGOF) in collaboration with (CAWF), with technical and financial support from Oxfam and the Swedish government’s Diakonia, organized a sub-national forum under the theme: “Promoting the Implementation of Social Protection and Workplace Safety in the Banana and Rubber Agro-Industrial Sector” under the patronage of HE Ung Chhay, Deputy Governor of the Provincial Government, represented by HE the Governor of Kampot Province, representatives of relevant departments, representatives of civil society organizations, representatives of employers, and workers, with a total of 37 participants, 13 of whom were women. The forum was organized with the aim of increasing awareness of the needs and challenges of workers in the banana and rubber agro-industry sector regarding their fundamental rights, social protection, and workplace safety principles, as well as encouraging relevant parties to pay attention to the challenges and needs of social protection and safety equipment during the work of workers in the banana and rubber agro-industry sector. and rubber and is a platform for workers in the banana and rubber plantation sectors to raise their challenges to decision-makers, including the relevant departments and employers, to participate in providing solutions to workers.

National Consultative Seminar on Indigenous Communal Land

National Consultative Seminar on Indigenous Communal Land
On 19 July 2024, Indigenous Community Support Organizations in collaboration with the NGO Forum on Cambodia and other partner organizations organized a National Consultative Seminar on Indigenous Communal Land (ICLT) in Kampong Cham Province. This national consultation seminar was cooperated by relevant ministries, including the Ministry of Rural Development, the Ministry of Interior, the Ministry of Land Management, Urban Planning and Construction, the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Environment, with the participation of authorities, community representatives, civil society organizations and development partners with a total of 158 participants (37 females). Achievements and research results, challenges and suggestions were brought for discussion during the seminar. Dr. Thol Dina, Project Director of LASEDIII of the Ministry of Land Management, Urban Planning and Construction, mentioned the previous community registration, which resulted in 193 communities being recognized by the Ministry of Rural Development, 153 communities recognized as legal entities by the Ministry of Interior and 43 communities officially recognized by the Ministry of Land Management. Please be informed that Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) urges consideration of planning for resource and community development projects in addition to the current dialogue. In general, the content from the discussion, suggestions and recommendations are compiled and prepared as key notes for submission to the relevant ministry leaders for further discussion and address.
