The NGOF is a membership organization that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy.

RITI

(Resilient, Innovative, and Transformative Institution)

RITI aims to transform the NGOF, the members and their partners/communities (incl. ACs, CPA, CFi, and CF) to become resilient, innovative, and transformative institution. RITI plays critical roles for providing enabling environment for the civil society both their internal capacity, working relationship with government and other stakeholders, and financial viability. RITI will support the members and partners for improving their communication and visibilities, and internal M&E system. RITI is led by a  manager and other team members. RITI is responsible for membership development, internal governance, communication and visibility, fund raising, quality assurance and reporting. RITI  plays role as the secretariat at least one network to be called “GGEDSI- Governance, Gender, Environment, Disability, and Social Inclusion”, where most of the network members are from members of the NGOF.

Governance, Gender, Environment, Disability, and Social Inclusion (GGEDSI) to ensure the integration and mainstreaming of environmental, social, governance, gender, and inclusion into the network’s strategies and operations. The working group will provide guidance and recommendations to promote sustainable and inclusive practices within the network. The working group would promote voices of civil society groups which core related to land and forest sector in order to make sure that we fully cooperate and consult on implementation process, constructive monitoring, to engage in dialogue and decision-making

ICT Assistant - Hiring
1.Purpose of the Position The ICT Assistant provides oversight of Information and Communication Technology (ICT) to enhance the visibility of the NGO Forum's professional ICT systems to the public. This role ensures that knowledge and data within the organization are effectively generated, stored, and managed. This job description should be read in conjunction with the current action plan. 2.Responsibilities This position offers an opportunity to the current ICT Assistant to learn more on communication roles, and the following are the enriched duties: 2.1 Website, Social Media, and Event Management Update NGO Forum information on the website and social media applications (Facebook, Google Plus, Twitter, YouTube, etc.). Regularly design and develop the NGO Forum’s website and social media platforms to ensure attractiveness and engagement. Work closely with the Media and Communication Unit and program managers to collect and update information on the website. Support program teams in posting important events on the website and social media platforms. Provide technical support for online events/meetings (Livestream, Zoom, Microsoft Teams, etc.). 2.2 IT Helpdesk Support Set up and prepare computers for new staff. Conduct regular maintenance of computers, printers, scanners, and other IT equipment. Perform primary repairs on computers, UPS, LCD projectors, overhead projectors, laptops, and other portable devices. Provide ICT training on software use within the NGO Forum office. Develop specifications related to ICT equipment procurement. Assess ICT equipment condition for appropriate use and prepare recommendations for required ICT equipment. 2.3 Internet & Email Management Create email accounts for new staff and provide IT training for efficient system and device usage. Ensure internet and email systems are protected against viruses and operate securely. Monitor internet data usage to prevent service disruptions due to overuse. Research and recommend appropriate internet service providers for cost-effective services. Regularly back up email accounts and messages. 2.4 Data Management and Cybersecurity Support Develop and maintain databases, including program databases (e.g., Land Dispute Database), membership databases, internal calendars, and staff leave request databases. Collect and store documents from staff traveling abroad or on in-country missions for knowledge-sharing purposes. Keep up to date with newly released publications and organize library resources efficiently. Maintain ICT equipment inventory and control. Inform the Executive Director about ICT security and accessibility issues. Maintain a security system that includes updating antivirus software, ensuring the confidentiality of information, and preventing unnecessary internet and email usage. Provide regular data backups to prevent data loss due to hardware failure or software issues. 2.5 Filing System Management Ensure documents are securely stored in the cloud/server following NGOF’s filing system. Keep the filing system up to date. Train NGOF staff on accessing and managing the filing system. Maintain documentation of NGOF’s event materials, including presentations and handbooks. 2.6 Reporting and Monitoring Prepare high-quality ICT reports, including monthly, semi-annual, and annual reports as required. Continuously monitor ICT activities based on the log frame and budget plan, making necessary adjustments based on monitoring results. Contribute to six-month and annual reports and other key organizational documents for internal use and public sharing. Assist Program Manager in establishing an organizational database system Assist Program Manager in designing PMIS (Program Management Information System). 2.7 ICT Financial Management Implement ICT activities according to the approved budget. Prepare and submit advance requests, manage disbursements, and justify expenditures in compliance with organizational policies and procedures. Develop and monitor ICT cooperative agreements in line with policies and procedures. Oversee project budget monitoring and budget reviews. 2.8 Social Media and Media Relations Increase NGOF’s social media followers and track performance metrics. Provide ideas for social media content development and program activity updates. Create an Instagram account for NGOF and monitor media mentions. Ensure NGOF features in news articles and media advisories. Establish and maintain networking with journalists to secure media coverage. 2.9 Graphic Design and Branding Design Information, Education, and Communication (IEC) materials and templates. Develop communication branding materials. 2.10Website and Event Management Update contents and maintain the NGOF website. Assist in organizing events related to NGOF programs. 2.11Workplace & Internal Communications Provide communication support for NGOF programs when requested 2.12Common Responsibilities of the NGO Forum on Cambodia Perform other related duties as assigned by the supervisor. Demonstrate a commitment to gender equality, equity, and diversity in NGOF activities. Comply with all relevant NGOF policies and standard procedures. Promote teamwork by contributing ideas, listening to colleagues, and taking on additional responsibilities as needed. Collaborate with other programs and teams to achieve NGOF’s mission. Attend NGOF meetings and events, including staff meetings, learning and sharing sessions, staff retreats, program reflections, recruitment and selection, performance appraisals, and feedback sessions. 3.Qualifications and Requirements 3.1Education Bachelor’s degree in IT or a related field. Knowledge of website development is desirable. 3.2Experience and Skills At least one year of experience in ICT and website management. Skills in web design & development, client-server network management, database development, and internet & email systems. Demonstrated interest in development-related issues. Ability to initiate and implement innovative IT solutions. Strong command of spoken and written English. Helpful and team-oriented with a proactive approach. Proven ability to manage, delegate, and transfer skills and knowledge to colleagues. Strong experience with computers and office software packages. On December 27, 2024, 🗓 The NGO Forum on Cambodia organized a workshop on: Development the 2025 roadmap for the five networks of civil society organizations. ✨In addition, about 34 civil society organizations participated in the discussion, which aims - Encourage RCC members to review feedback from the Ministry of Environment (MoE) and prepare measures for active engagement with the multi-stakeholders regarding the construction of the Lower Srepok 3 Dam. - Review and incorporate emerging priorities, then prioritize key issues to propose comprehensive roadmaps for 2025. - Finalize the respective roadmap of each network, clearly outlining defined milestones and allocating the necessary resources.

The 2024 Annual General Meeting (AGM) provides a critical opportunity for NGOF to reflect on its achievements, strategize for the future, and engage its members. The 2024 Annual General Meeting was held on 9 December 2024 for the purpose of: Review Key Achievements of 2024 Discuss the plan of actions of NGOF and its members and networks for 2025. Deliberate on the roles of civil society organizations (CSOs) in Cambodia’s LDC graduation and COP 29 Outcome (Climate Finance). Engage in preparatory discussions for the upcoming CSO-government dialogue and a potential meeting between CSO leaders and the Prime Minister.

Consultative Workshop on the Position Paper of Civil Society Organizations for Submission to the 29th Conference of the Parties
On 30 October 2024, the NGO Forum on Cambodia organized a Consultative Workshop on the Position Paper of Civil Society Organizations for Submission to the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29). The workshop was attended by with a total of 36 in-person and 16 virtual participants. The workshop served as platform in which NGOs, civil society organizations and stakeholders in Cambodia to share their key messages and insights to develop a position paper that advocates for collective actions in areas such as adaptation, mitigation, financing, and climate justice. This paper serves as a roadmap for the upcoming COP29, emphasizing the necessity for unified efforts in climate action and finance to safeguard vulnerable communities against climate-related risks.

Second Member Meeting of 2024
On 22 August 2024, the NGO Forum on Cambodia held its Second Member Meeting of 2024, which was attended by the Executive Director, Country Director, Senior Representatives of Members and Partners with a total of 63 participants, including 21 women in person and 23 online. Here are the key results from the meeting. Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia, updated and made significant progress during the first six months of 2024 The results of the Doing Good Index 2024 have been officially announced. Presentation on Agricultural Strategic Plan 2024-2028 of the Ministry of Agriculture, Forestry and Fisheries under the chairmanship of HE Dr. Sor Chetra, Secretary General of the Ministry of Agriculture, Forestry and Fisheries. Presentation on the Cambodian Strategic Plan for Climate Change (CCCSP) by Mr. Sim Bovisal, from the Cambodia Climate Change Alliance Program, Ministry of Environment. Development Cooperation and Partnership Strategies (DCPS 2024-2028) by Mr. Kim Lumang Bopota, Acting Director of the Development Cooperation Policy Department of the Council for the Development of Cambodia. The action plan for 2024 and 2025 chaired by the NGOF’s Technical Working Group such as Budget Working Group (BWG), the Working Group on Environment and Climate Change, Agriculture and Water (NECAW), Natural Resources and Land Governance (NRLG), and Gender Governance, Environment, Disability, Social Inclusion (GGEDSI). The meeting ended in a happy atmosphere and responded to the objectives as well as the expectations that have been set out.

1st Quarterly Member Meeting 2024
The NGO Forum on Cambodia (NGOF) organized its first quarterly membership meeting in 2024, which took place on 23 April 2024 at the Sunway Hotel, Phnom Penh. The purpose of the meeting is to: Present the quarterly progress and strategic plan 2024-2030 of the NGO Forum on Cambodia. Introduce development strategies and plans for environmental impact management of the Royal Government and other development partners. Strengthen the network or technical working group of civil society organizations and identify problems or priority activities of each network or working group. In addition to sharing its progress, including discussions on priorities and defining joint activities of each network, the NGO Forum on Cambodia also facilitated the sharing information on national policies, including experiences in natural resource management to member organizations to develop joint implementation plans to address development and resource management challenges. Please be informed that His Excellency Khvay Atitya, Undersecretary of State of the Ministry of Environment, shared the Circular Strategy on Environment 2023-2028, while Mr. James Bampton, Interim Conservation Director, WWF Cambodia shared the roadmap for civil society participation on National Biodiversity Strategy and Action Plan (NBSAP).  The meeting was attended by 66 participants representing member organizations.

Annual General Meeting 2023
On 15 December 2023, the NGO Forum on Cambodia (NGOF) organized its 2023 Annual Members Meeting , focusing on “Multi-stakeholder Engagement for Resilient and Inclusive Society – METRI”. The objectives of this meeting are as follows: election of new Management Committee members of the NGOF, updates on internal reforms, celebration of key achievements of the NGOF and sharing the latest version of the New Strategic Plan for 2024-2030 or called MERTI 2030. All members and networks of NGOF celebrated the achievements of the NGOF as well as discussed, clearly understood endorsed and appreciated the new strategic plan 2024-2030 or METRI 2030. Members in attendance also elected new Management Members and approved key areas for bylaws amendment. On behalf of the staff and management team of the NGO Forum on Cambodia, we would like to express our heartfelt thank all the member organizations, networks, and partners for their attendance in this 2023 Annual Meeting and the NGOF mandate so far and beyond.

On 19th December 2022, the NGO Forum on Cambodia (NGOF) organized the 18th Donors and Partners Meeting at NGOF’s office. This meeting was chair by Ms. They Bone, member of the NGOF Management Committee/Governing Board and Country Director of Finn Church Aid. The objective of this meeting: 1. Presented key outcomes and impact achieved from the action plan 2022 and challenges and lesson learnt 2. Presented on budget expenditure for 2022 and budget plan for 2023 and challenges in financial management. 3. Discussed on lesson learnt and key challenges of the NGOF in the year and contributes or feedback of partner to address those key challenges, NGOF’s Direction and Action Plan 2023

The Annual Network Reflection 2022 Meeting
The Annual Network Reflection 2022 Meeting (ANR) was held on the 21st November 2022. The meeting was held for half-day from 13:30 to 17:00 with a tough schedule as shown in the Agenda. The meeting was held back-to-back with the Annual General Meeting, which was proceeded in the morning of the day. The meeting was held in DK Meeting Centre, Phnom Penh, with 38 participants (11 females) actively participating. Some other important participants participated from long-distance, by Zoom. Ms. Cheav Sivkheng, NGOF, was the meeting master ceremony. At the beginning of the day, she invited delegates to chair the event. They are: • Mrs. Pry Phally Phuong, Head of Management Committee of the NGOF; and Executive Director of BCV • Dr. Tek Vannara, Executive Director, NGOF • Mr. Som Chetana, Finance Unit Manager, the NGOF To start the event, Ms. Sivkheng briefly provided objectives of the meeting. While all delegates and the participants were settled, Ms. Sivkheng, Master Ceremony, NGOF, facilitated the meeting in accordance with the proposed AGM Agenda. First of all, she invited all the participants to pay respect to the music of the National Anthem. Having taken the floor, Mr. Bunthoeurn paid respects to all the chairpersons and participants. He briefly gave background of the research and findings. Also, he informed the meeting about the donor of the research, Luxemburg Hanoi Office. Mr. Bunthoeurn informed the meeting that there were participants from in-person and online. He also mentioned that there are lots of applicable findings from the study that the participants could take advantages of the study. Nevertheless, he invited Mr. Sometr for detailing of the study. The key speaker, the consultant, provided the results of the study in Climate Change Impacts on Tonle Sap tributaries and Livelihoods of the people of the areas. His presentation followed by interestingly important questions and comments from the participants. The study, then, was officially announced the acceptance and could be officially referenced, if any. It is posted on the NGOF website for the publics. For closing session, while the meeting had gone over the day, time schedule, Dr. Tek Vannara provided short notes of his speech. He thanked all the speakers and questions making the event very active. He, then, declared the meeting closed with the wishes of healthy and success.

The Annual General Meeting
The Annual General Meeting (AGM) is held annually. For 2022, the AGM fell on the 21st November 2022. The meeting was held for half-day from 8:30 to 16:00 with a tough schedule as shown in the Agenda. The meeting was held in DK Meeting Centre, Phnom Penh, with 47 (13 females) participants actively participating (Annex 2). Some other important participants participated from long-distance, by Zoom. Ms. Cheav Sivkheng, NGOF, was the meeting master ceremony. At the beginning of the day, she invited delegates to chair the event. They are: • Mrs. Pry Phally Phuong, Head of Management Committee of the NGOF; and Executive Director of BCV • Dr. Tek Vannara, Executive Director, NGOF • Mr. Som Chetana, Finance Unit Manager, the NGOF • Mr. Pheap Sophea, Manager of NATGO, the NGOF To start the event, Ms. Sivkheng briefly provided objectives of the meeting. While all delegates and the participants were settled, Ms. Sivkheng, Master Ceremony, NGOF, facilitated the meeting in accordance with the proposed Agenda. First of all, she invited all the participants to pay respect to the music of the National Anthem. Dr. Tek Vannara, Executive Director, NGOF, summarized achievements made by the NGOF of the year 2022, and he broadly admired all collaboration among the stakeholders. He declared that the NGOF is for all. So, everyone is encouraged to actively participate in the NGOF mandates for future successes. The three key speakers, from the NGOF, MOP, and consultant provided their comprehensive presentations followed by interestingly important questions and comments from the participants. After presentations made by the invited three speakers, there were lots of clarifications and active discussions among the participants. Dr. Vannara briefly summarized (wrapped up): • The Annual General Meeting was welcomed and opened speech by Mrs. Pry; • Updates of the NGOF, by Dr. Tek Vannara, on the progresses of the last year, • Mr. Som Chetana, the NGOF, informed the total of budget spent in the year 2022 by the NGOF activities; • Election of new Member Committee: three people will start their roles from the 21 November 2022 till the next two years. The Reserved candidate will automatically take the roles if any elected candidate resigned • Presentations of the MOP and the consultant; • The NGOF and relevant ministries collaborated to work on CSGD implementation and will report to UN; • In the afternoon, the meeting worked on the study on CC and Q&A. The study report will be on the NGOF website from the 21st November 2022. He encouraged the participants to look at it for future references. He underlined that the sustainability of the Tonle Sap would sustain many other sectors including tourism. He declared the AGM closed with the wishes of healthy and success to the participants.
