Public Forum on Wetlands, Water Resources, and Climate Change in Mekong River Basin

The NGO Forum on Cambodia, in collaboration with CEPA, MVI and NTFP-EP, with fund supported from Oxfam and SRJS, organized Public Forum on Wetlands, Water Resources, and Climate Change in Mekong River Basin on 07 July 2020 at Reaksmey Pich Hotel, Stung Treng Province. There were 52 participants (12 women) from representatives of the National Mekong Committee of Cambodia, Tonle Sap Authority, Freshwater Fisheries Research and Development Institute of Fisheries Administration, Tonle Sap Lake Fishing Community. Stung Treng Fishing Community Network, Deputy Governor of Stung Treng Provincial Board of Governors and national / international NGOs, as well as Professor of the Royal University of Phnom Penh, Royal University of Agriculture. The main objectives of this event were:  Provided opportunities for stakeholders, including government agencies, community-based research institutes along the Mekong and Tonle Sap rivers, and civil society organizations to share their findings and views on WWC in the Mekong Basin.  Compiled documents for understanding and disseminating the protection and conservation of Wetlands, Water Resources and Climate Change responses; and  Provided dialogue opportunities among stakeholders to find solutions and develop action plans.

Dr. Tek Vannara, Executive Director of the NGO Forum on Cambodia, revealed that Cambodia now has three Ramsar sites (Stung Treng, Koh Kapi, and Prek Toal). He added that the forum was attended by members of the four river communities: Sekong, Sesan, Srepok and Mekong. He stressed that in the past two or three years, the river level has risen later than usual, especially this year. He stated that water is a common commodity of people and sectors. Therefore, the discussion should be "straightforward" to raise the real problem of water resources.

Mr. Sok Khim, Representative of Oxfam Cambodia, Oxfam has been building the capacity of many communities to deal with natural resource sustainable management and utilization, and to cope with disasters such as floods and droughts.

He stressed the importance of the Mekong River: about 60 million people are relying on the Mekong for agriculture, industry, urban life and tourism. At the same time, there are many developments along the Mekong River, such as hydropower dams, the expansion and creation of new cities, such as in Laos and China. More dams are under construction in Laos and China. Dams affect the Mekong water regime, fishermen (declining fish resources) and farm works.

In the opening speech, H.E Duong Pov asked to confirm the forum about the representatives from various regions of the country. The representatives he was most interested in were community representatives from the six provinces around the Tonle Sap Lake. By raising the hand, there was only one representative from Tonle Sap Lake areas.

His Excellency began to suggest that we meet to discuss based on existing documents to raise opinions. He reiterated that the Ramsar Convention (Ramsar City is in Iran) is a Wetland Convention. He suggested that the IUCN representative be allowed to comment on the Ramsar affairs.

🌱🌍 Workshop: Preliminary Results from Regional Consultations for Inputs to Cambodia's Nationally Determined Contributions (NDC) Phase 3 📅 March 28, 2025 | 📍 Himawari Hotel, Phnom Penh The NGO Forum on Cambodia, in collaboration with the Ministry of Environment, hosted a crucial workshop to present the preliminary results and key takeaways from regional consultations for Cambodia’s NDC 3.0. 👥 Around 90 participants (30 women) joined the event, including H.E. Kob Raly, Undersecretary of State and representative of H.E. NDC 3.0 Consultation Workshop in Siem Reap
On March 19, 2025, NGO Forum on Cambodia, in collaboration with the Ministry of Environment and supported by OXFAM, HEKS|EPER, and the French Embassy, hosted a high-impact NDC 3.0 consultation workshop at Angkor Paradise Hotel, Siem Reap. 🔥 Key Takeaways: ✅ Mitigation: Promote renewable energy, waste management, and stricter environmental regulations. ✅ Adaptation: Enhance healthcare, sanitation, infrastructure, and livelihoods. ✅ Enabling Environment: Strengthen education, governance, and sustainable practices. 📊 42 participants (25 males, 14 females, and 3 LGBTIQ+) from Pursat, Battambang, Siem Reap, Banteay Meanchey, and Kampong Thom joined the discussion. NDC 3.0 Consultation Workshop in Phnom Penh
Phnom Penh 21st March 2025, the NGO Forum on Cambodia (NGOF) in collaboration with the Ministry of Environment, jointly organized a national consultation workshop on “CSOs Inputs to Nationally Determined Contribution (NDC) 3.0” presided over by H.E. Kop Raly, Undersecretary of State and High Representative of H.E. Dr. Eang Sophallet, Minister of Environment, and Mr. Pierre Raynaud, Officer in Charge of NGO and Multilateral Cooperation Affairs of the French Embassy with a total of approximately 60 participants in person and virtual, 20 of whom were women, representing members/partner organizations at both national and sub-national levels, local communities, indigenous peoples, vulnerable group, people with disabilities, LGBTIQ, etc. This event aims to: 1.  Ensure wider consultations both online and face to face to generate inputs priorities and needs of civil society, vulnerable groups, including indigenous communities, women, and persons with disabilities which will be consolidated into a common policy paper for the NDC3.0. 2.  Promote general understanding on NDC3.0, climate finance and how to prepare their participation in implementation and monitoring of NDC3.0. It’s to note that the NGO Forum on Cambodia (NGOF), in collaboration with the Ministry of Environment, jointly organized two regional consultation workshops in the coastal areas and around Tonle Sap Lake on March 17 and 19. The program received both technical and financial support from the Dutch Ministry of Foreign Affairs through Oxfam in Cambodia in the Fair for All project, HEKS, and the France Embassy to the Kingdom of Cambodia.
