National Public Forum on “2024 Budget Rationalization and Strengthening the Efficiency of Budget Execution and 2025 Budget Law Formulation”

On 27 June 2024, the Budget Working Group (BWG) coordinated by the NGO Forum on Cambodia, organized a public forum on “2024 Budget Rationalization and Strengthening the Efficiency of Budget Execution and 2025 Budget Law Formulation”.


The forum was attended by representatives from relevant government ministries, including the National Assembly, the Ministry of Economy and Finance, the Ministry of Interior (MoI), and the National Committee for Democratic Development (NCDD), Private Sector, UN Agencies, representatives of development partners, representatives from national and international civil society organizations, representatives of universities, students, youth, indigenous communities, citizens and the media.


There were 3 important objectives of this forum;

1- Increase the understanding and promote the public participation on budget transparency and accountabilities including the budgetary process both national and sub-national level.

2- Provide opportunities for tax payers including youths, CSOs/NGOs to have a dialoge with relevant stakeholders and policy makers toward the public participation in the budget cycle at national and sub-national level.

3- Provide opportunities for tax payers including youths, CSOs/NGOs to provide inputs on the formulation of the draft national budget law 2025 to relevant stakeholders and policy makers toward the improvement national budget transparency and accountability, gender mainstreaming, inclusive principal and other alternatives to improve the effectiveness of sub-national budget formulation.


As result, participants expressed their dedication to ongoing collaboration within a professional framework, fostering transparency and accountability in budgeting and oversight, particularly at the sub-national level.

The Budget Working Group (BWG) is a coalition of 20 local and international NGOs working on budget-related policies coordinated by the NGO Forum on Cambodia (NGO Forum). The Group has been engaged in public budget advocacy on various sectors, such as education, child and healthcare, gender, environment, etc., social protection, and natural resources.

Preliminary Results from Regional Consultations for Inputs to Cambodia's Nationally Determined Contributions (NDC)
🌱🌍 Workshop: Preliminary Results from Regional Consultations for Inputs to Cambodia's Nationally Determined Contributions (NDC) Phase 3 📅 March 28, 2025 | 📍 Himawari Hotel, Phnom Penh The NGO Forum on Cambodia, in collaboration with the Ministry of Environment, hosted a crucial workshop to present the preliminary results and key takeaways from regional consultations for Cambodia’s NDC 3.0. 👥 Around 90 participants (30 women) joined the event, including H.E. Kob Raly, Undersecretary of State and representative of H.E. NDC 3.0 Consultation Workshop in Siem Reap
On March 19, 2025, NGO Forum on Cambodia, in collaboration with the Ministry of Environment and supported by OXFAM, HEKS|EPER, and the French Embassy, hosted a high-impact NDC 3.0 consultation workshop at Angkor Paradise Hotel, Siem Reap. 🔥 Key Takeaways: ✅ Mitigation: Promote renewable energy, waste management, and stricter environmental regulations. ✅ Adaptation: Enhance healthcare, sanitation, infrastructure, and livelihoods. ✅ Enabling Environment: Strengthen education, governance, and sustainable practices. 📊 42 participants (25 males, 14 females, and 3 LGBTIQ+) from Pursat, Battambang, Siem Reap, Banteay Meanchey, and Kampong Thom joined the discussion. NDC 3.0 Consultation Workshop in Phnom Penh
Phnom Penh 21st March 2025, the NGO Forum on Cambodia (NGOF) in collaboration with the Ministry of Environment, jointly organized a national consultation workshop on “CSOs Inputs to Nationally Determined Contribution (NDC) 3.0” presided over by H.E. Kop Raly, Undersecretary of State and High Representative of H.E. Dr. Eang Sophallet, Minister of Environment, and Mr. Pierre Raynaud, Officer in Charge of NGO and Multilateral Cooperation Affairs of the French Embassy with a total of approximately 60 participants in person and virtual, 20 of whom were women, representing members/partner organizations at both national and sub-national levels, local communities, indigenous peoples, vulnerable group, people with disabilities, LGBTIQ, etc. This event aims to: 1.  Ensure wider consultations both online and face to face to generate inputs priorities and needs of civil society, vulnerable groups, including indigenous communities, women, and persons with disabilities which will be consolidated into a common policy paper for the NDC3.0. 2.  Promote general understanding on NDC3.0, climate finance and how to prepare their participation in implementation and monitoring of NDC3.0. It’s to note that the NGO Forum on Cambodia (NGOF), in collaboration with the Ministry of Environment, jointly organized two regional consultation workshops in the coastal areas and around Tonle Sap Lake on March 17 and 19. The program received both technical and financial support from the Dutch Ministry of Foreign Affairs through Oxfam in Cambodia in the Fair for All project, HEKS, and the France Embassy to the Kingdom of Cambodia.
