  • Environmental Impact Assessment Consultancy

    The consultant will work closely with RCC members and secretariat, and Oxfam to undertake, but not necessarily be limited to, the following tasks: 1. Portfolio update of Srepok 3A / LSP3 dam project Keep the portfolio information of the LSP3A dam project in Cambodia up-to-date (developer, location, technical design, capacity, reservoir size, affected areas, project status, timeline, relevant approvals, and ESIA process). 2. Comprehensive review of the full EIA report Review the full Environmental Impact Assessment (EIA) report of the proposed Srepok 3A dam, including annexes and related technical studies. Clearly identify and define gaps in technical, methodological, and legal aspects of the EIA report and/or EIA processes (e.g., baseline data, cumulative impacts, transboundary implications, public participation, alternatives assessment, mitigation and compensation measures, compliance with Cambodian legal and policy frameworks, and relevant regional/international standards). Develop a concise brief of key findings tailored for wider stakeholder engagement, including evidence-based policy dialogue and advocacy with line ministries and other stakeholders. 3. Policy recommendations and advocacy support Provide policy recommendations and guidance for addressing social and environmental safeguards of the Srepok 3A / LSP3 dam in Cambodia’s Mekong mainstream and tributary rivers context. The recommendations should be suitable for integration into: Press releases Petitions Formal letters Social media posts These materials will be used to express RCC’s positions and concerns regarding the LSP3A hydropower project. 4. Support to joint advocacy strategy and risk analysis Lead the development of, or contribute substantively to, a joint advocacy and influencing approach with RCC’s members and secretariat, focusing on the Srepok 3A / LSP3 dam and linked water governance issues. Prepare a written risk analysis document on joint advocacy (e.g., political, legal, security, reputational, and social risks) with corresponding prevention and mitigation strategies. 5. Facilitation and participation in discussions/meetings Co-convene dam-related discussions/meetings, especially those focusing on LSP3A, with RCC’s members, and help to identify and solicit needed follow-up actions. Participate as a resource person or panelist (when invited) in policy dialogues on social and environmental safeguards of LSP3A, providing technical and legal analysis as well as community perspectives. 6. Documentation and knowledge sharing Document the process of the LSP3A dam development (with a focus on EIA/ESIA, decision-making process, public participation, and engagement with affected communities) and share this documentation among RCC’s members, Oxfam, and like-minded CSOs. Ensure that the voices of local and indigenous communities related to the dam development project are heard, accurately reflected, and documented (through interviews, consultations, focus groups or other appropriate methods). 7. Support on communication materials and engagement planning Provide inputs to RCC’s members to co-develop communication materials for public awareness raising and policy influencing (e.g., press release, petition, formal letters, social media posts) regarding LSP3A. Support RCC to develop its 2026 influencing and engagement advocacy plan for LSP3A, and contribute to RCC’s broader engagement plan for 2026–2030, ensuring they are grounded in the EIA findings and community concerns. 5. KEY DELIVERABLES The consultant is expected to deliver the following: Concise EIA Review Report (English) A clear and well-structured report in English summarizing the findings from the full EIA review of the Srepok 3A / LSP3A dam. The report should include: Updated portfolio information of the Srepok 3A / LSP3A dam based on the EIA report and other verified sources. A clear definition and analysis of gaps in technical, methodological, and legal aspects of the EIA report and/or EIA processes. Brief findings on environmental and social impacts A concise written brief of key findings on possible environmental and social impacts of the LSP3A dam on surrounding communities and ecosystems. This brief must be prepared in both English and Khmer, and written in accessible, non-technical language suitable for community members and the general public. Risk analysis of joint advocacy A written risk analysis document outlining potential risks associated with joint advocacy on LSP3A and broader hydropower issues (including political, legal, security, social, and reputational risks), together with prevention and mitigation measures. Advocacy and engagement planning support Technical assistance and written inputs to support RCC in developing: RCC’s 2026 influencing and engagement advocacy plan for LSP3A; and RCC’s engagement plan for 2026–2030 (relevant sections where LSP3A and related tributary hydropower issues are addressed). Evidence of community voices and technical/legal discussion Documentation demonstrating that local and indigenous communities’ voices related to the LSP3A project have been heard and integrated into findings and recommendations. Documentation of technical and legal aspects of the LSP3A project discussed in meetings/policy dialogues (e.g., meeting notes, summary briefs).   • Forum Theatre Dance “SADO” – Art as a Voice for LGBTIQ+ Expression

    On 10 October 2025, NGO Forum on Cambodia, in collaboration with CAMASEAN, organized the Forum Theatre Dance performance at the Institut français du Cambodge (IFC), with funding support from the French Embassy. The event welcomed 105 participants from the public.   Objective To create a space for LGBTIQ+ individuals in Cambodia to express themselves and raise awareness of their rights through art and dialogue.   About the Performance “សាដូ (SADO)” was staged in the format of Forum Theatre Dance, portraying the life of Putrea, the main character. The story reflected her struggles with self-identity and family conflict. The performance invited the audience to become “spect-actors”, stepping into roles to explore alternative actions and solutions—challenging them to ask: If Putrea couldn’t be herself, who would help her?   Outcome Participants showed strong interest and emotional connection to the performance. Many were able to express their feelings and engage directly through interaction and reflection. Art continues to serve as a powerful platform for dialogue, visibility, and empowerment for the LGBTIQ+ community in Cambodia.     NGO Forum on Cambodia (NGOF) The NGOF is a membership organization that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy. Dear Readers, Welcome to the July–September 2025 edition of the NGO Forum on Cambodia’s Quarterly Newsletter! This quarter, NGOF continued to strengthen partnerships, promote inclusive governance, and advocate for environmental sustainability and social accountability. Through national and regional dialogues, community consultations, and collaborative policy engagement, we worked with diverse partners to advance fisheries reform, climate action, sustainable finance, and responsible investment. In addition, NGOF proudly introduces its new Strategic Plan 2024–2030 (Vision 2030) — METRI: Multi-stakeholder Engagement for Transformative, Resilient, and Inclusive Society  — which guides our collective efforts toward a more just, sustainable, and resilient Cambodia. Explore this edition to learn how NGOF and its members are turning these commitments into action for positive change. Multi-stakeholder Engagement for Transformative, Resilient, and Inclusive Society (METRI) Strategic Plan 2024–2030 (Vision 2030) The NGO Forum on Cambodia (NGOF) proudly launches its Strategic Plan 2024–2030, called METRI – Multi-stakeholder Engagement for Transformative, Resilient, and Inclusive Society. Developed through a participatory process and endorsed by members, METRI builds on NGOF’s expertise to address the evolving needs of communities and partners. It aligns with national and global frameworks such as the UN 2030 Agenda, the Paris Agreement, Cambodia Vision 2030, and the Pentagonal Strategy (2024–2028). A peaceful, inclusive, prosperous, and sustainable society and planet. To be a professional membership-based organization influencing and supporting policies, laws, and practices that foster harmony, inclusive prosperity, and sustainability for all Cambodians. Citizens and civil society organizations are well-informed, empowered, and capable of influencing policies and practices for fair, green, and inclusive development. Strategic Priorities 1. Inclusive and Green Growth for All  Promoting transparent public financial management, green finance, food sovereignty, and fair trade. 2. NGOF integrates gender equality, governance, environment, and social inclusion (GGESI), alongside rights-based, nature-based, and data-driven approaches using science and innovation (AI) to enhance impact. With METRI (Vision 2030), NGOF is committed to championing multi-stakeholder engagement for human rights, inclusive prosperity, and a sustainable planet — ensuring that all Cambodians, especially women, youth, Indigenous, and marginalized groups, benefit from equitable and lasting development. Advancing Fisheries Governance and Marine Conservation The new Fisheries Law was signed on 28 June 2025. To ensure effective implementation, several sub-decrees and prakas are being developed, including the Sub-Decree on Conservation and Management of Marine Fisheries and seven supporting Prakas.  From 8–11 September 2025, the Department of Legislation of the Fisheries Administration (FiA), in collaboration with the Food and Agriculture Organization (FAO), NGOF, and AAC, conducted a consultation process in Preah Sihanouk province. Through the project Strengthening Civil Society Action for Economic Governance (SCAEG), NGOF facilitated inclusive discussions among local communities, provincial departments, and stakeholders to gather feedback and strengthen participation in the management, conservation, and protection of marine fisheries resources. Two dialogue workshops were organized in Kampot (14 August) and Kep (15 August 2025) to strengthen co-management and governance in fisheries resource management. Each workshop brought together over 45 participants in Kampot and 44 participants in Kep, including community representatives, the private sector, and government officials. The discussions focused on building partnerships, identifying challenges, and promoting solutions to enhance coastal resource management and local economic governance. Both events underscored the importance of collaboration and trust between communities and authorities for sustainable fisheries development. From 15–18 September 2025, further consultations were organized with participation from NGOF, AAC, CWDCC, FiA, and FAO to discuss seven key Prakas related to marine fisheries management, including technical gear specifications, licensing procedures, vessel monitoring systems (VMS), and fishing port regulations. These dialogues encouraged local engagement and strengthened cooperation between civil society, authorities, and technical partners. Strengthening Environmental and Climate Governance From 18–20 August 2025, NGOF, in partnership with CANSEA and the FFNPT Initiative, organized an awareness workshop in Siem Reap, opened by H.E. Dy Rado, Deputy Governor.  The event gathered 56 participants from civil society, government, and the private sector to discuss FFNPT’s three pillars — Non-proliferation, Fair Phase-out, and Just Transition — and explore Cambodia’s role in advancing national climate and energy strategies. A youth dialogue under the theme “What’s Climate Finance? Why It Matters” was organized by the Youth Resource Development Program (YRDP) in collaboration with volunteer youth groups in Phnom Penh. Mr. Mar Sophal, Program Manager of NGOF, shared insights on the importance of climate finance and youth engagement in addressing climate change. Around 60 university youths (46 females) joined the event, together with officials from the Ministry of Environment. NGOF extends its appreciation to the Ministry of Environment and partners for launching the Nationally Determined Contribution (NDC) 3.0 for 2026–2035. NGOF and its members actively contributed to this process by facilitating nationwide consultations with civil society, indigenous peoples, women, and youth to ensure that diverse voices were integrated into Cambodia’s climate commitments. Through policy dialogue and knowledge sharing, NGOF continues to bridge community needs with national ambition on climate adaptation, mitigation, and enabling measures. Regional Workshop on Ecology, Climate, and Environmental Justice A regional workshop on “Strengthening Partnership to Act on Youth and Civil Society Engagement for Ecology Crisis, Climate, and Environmental Justice” was held in Kampot Province on 16–17 September 2025, co-organized by NGOF, ActionAid, CLEC, CEPA, CIPO, KYA, YCC, YFP, CYN, CWDCC, and CCYMCR. Over 80 participants (30 females) joined to discuss ASEAN and UNFCCC frameworks, emphasizing the leadership of youth, women, and Indigenous Peoples. Youth representatives developed key messages calling on ASEAN and COP30 to strengthen youth participation and resource support for environmental and climate justice initiatives. Promoting Economic Governance and Accountability On 15 September 2025, Mr. Soeung Saroeun, Executive Director of NGOF, participated in the Public Financial Management Reform Program (PFMRP) Technical Working Group meeting, chaired by H.E. Ros Seilava, Secretary of State, MEF. The meeting reviewed Stage 4 implementation progress and included over 500 participants from government, development partners, and CSOs. Mr. Saroeun presented six key inputs from citizens, including progressive taxation, increased sub-national budgets, and enhanced CSO participation in policy consultations. NGOF also proposed upgrading the CSO Budget Working Group’s status to full membership in the PFMRP Technical Working Group. From 9–12 September 2025, Mr. Mar Sophal, Program Manager of NGOF, joined an exposure visit to Malaysia (Kuala Lumpur and Melaka) with 18 CSO representatives under the Social Protection for All (SP4ALL) coalition, facilitated by Oxfam in Cambodia. The visit, organized by the Social Wellbeing Research Centre (SWRC), focused on knowledge exchange, capacity building, networking, and learning best practices from Malaysia’s social security system to strengthen Cambodia’s social protection framework. Regional and International Engagements From 18–21 August 2025, NGOF and Teok Dey Sovanaphumi (TDSP) represented Cambodia at the APLL Summit and Nepal Humanitarian Conference under the theme “Unbroken: Strength Harnessed from Adversity – A New Normal.” Over 200 representatives from CSOs, governments, donors, and media joined the event, which launched the Kathmandu Covenant — committing to locally led humanitarian action and Global South leadership. Cambodia’s action points include expanding the Localization Lab for youth, women, and Indigenous Peoples and strengthening the METRI Café for trust-building and action research on localisation. Held from 17–19 September 2025, the Mekong Region Land Forum convened over 250 participants to explore inclusive solutions for land, people, and climate. Ms. Oum Somaly, Program Manager of NGOF, presented a case study on engagement with Cambodia’s Environment and Natural Resources Code during the country session. Sustainable Finance and Responsible Investment Fair Finance Cambodia (FFC) released a study highlighting the environmental and social impacts of development in Preah Sihanouk and Koh Kong, calling for community-driven conservation and sustainable investment. Fair Finance Asia’s Consumer Empowerment Scorecard (Dec 2024) evaluated banks in Cambodia and across Asia on financial inclusion, literacy, and consumer protection, encouraging more responsible finance. NGOF and Fair Finance Asia (FFA) launched two new resources alongside World Water Week: A joint CSO statement calling for stronger human rights due diligence (HRDD) in climate finance. A digital primer introducing FFA’s regional impact and engagement opportunities. Additionally, the National Bank of Cambodia continues developing the Cambodia Sustainable Finance Taxonomy, aligning financial flows with environmental and social goals. Promoting environmental, social, and governance NGOF proudly congratulates Mr. Soeung Saroeun, Executive Director, for receiving the Great ASEAN CSR Business Award 2025 for ASEAN CSR Innovation & Development Business Strategy of the Year. This recognition highlights NGOF’s leadership and commitment to advancing sustainable development, corporate social responsibility (CSR), and environmental, social, and governance (ESG) principles across Cambodia and ASEAN. Multi-Stakeholder Platform for Sustainable Rubber On 15 September 2025, NGOF, in collaboration with the General Directorate of Rubber (GDR) and WWF Cambodia, organized the Multi-Stakeholder Partnership (MSP) Forum in Mondulkiri Province under the theme “Strengthening Cooperation for a Sustainable and Environmentally Friendly Rubber Value Chain.” The forum brought together 40 participants (7 women) from government, private sector, and civil society to review progress, discuss governance, and draft the 2026 action plan. Preliminary Findings on Toxic Substances Impact – Cambodia-Thailand Border From July–September 2025, a coalition of eight civil society organizations conducted a rapid assessment on the impacts of toxic substances resulting from Cambodia-Thailand border conflicts. The findings revealed significant risks to community health and the environment.  The publication aims solely to protect human rights and ecosystems and to promote accountability under international law.

  • Regional & In-Country Dialogues on Mental Health and LGBTIQ+ Inclusion

    On 10 October 2025, The NGO Forum on Cambodia, in partnership with HACC, TPO, and La Maison, successfully organized Regional and In-Country Dialogues at the Institut français du Cambodge (IFC). The event was generously funded by the French Embassy. With over 105 participants, the dialogue brought together including representatives from Ministry of Women’s Affairs, Ministry of Health, Regional guests, Grantees and NGO partners, LGBTIQ+ communities, Counselors and mental health professionals. The event focused on the project “Mental Health and Freedom of the LGBTIQ+ Community in Cambodia”, and created a safe, inclusive space to:  Present research findings on LGBTIQ+ mental health challenges  Share best practices and regional experiences  Highlight stories, lessons learned, and coping strategies  Review project progress, achievements, and collaboration  Build stronger partnerships for advocacy, services, and sustainability From expert panels and personal stories to collaborative reflection and performance, the dialogues promoted pride, protection, and progress for mental health and human rights With a focus on integrating recommendations on LGBT rights into laws, regulations, and supporting policy documents in Cambodia.   • National Workshop on Reviewing Progress and Accelerating Housing Implementation

    On October 9, 2025, in Battambang Province, Mr. CHAN Vicheth, Program Manager at NGOF, participated in the National Workshop on Reviewing Progress and Accelerating Housing Implementation, organized by the General Department of Housing (GDH) under the Ministry of Land Management, Urban Planning and Construction (MLMUPC). The event brought together 118 participants (17 women) from provincial departments, GDH leadership, civil society organizations, and development partners — including Habitat for Humanity Cambodia — for an inclusive dialogue on strengthening housing data systems, implementing Circular No. 003, and defining transparent criteria for on-site upgrading that put people first. Mr. Vicheth appreciated the collaborative, multi-stakeholder approach that turned discussion into action — reinforcing shared commitments to rights-based, data-driven, and community-centered housing solutions for Cambodia’s most vulnerable households.   • Promoting access to information in the Digital Age

    Promoting access to information in the Digital Age to enhance public participation, transparency, integrity, and accountability in Public Financial Management (PFM). Mr. Mar Sophal, Program Manager of the NGO Forum on Cambodia, said that public finance reform, including budget, revenue-expenditure, budget settlement and audit, has been widely implemented digitally. As the secretariat of the CSOs’ Budget Working Group (BWG), NGO Forum on Cambodia (NGOF) has collaborated with the International Budget Partnership (IBP) to promote the Transparency in Budget through Open Budget Survey (OBS), which has been continuously increasing since 2008. This growth reflects the contribution from the civil society organizations and the commitment of the Royal Government to demonstrate budget transparency to the citizens. Notably, this indicator was included by the Royal Government of Cambodia in the National Strategic Development Plan (NSDP) 2024–2028 to promote digital policies and public outreach. He called on citizens, especially young people, to use social media to participate in monitoring the national budget, which is generated from citizens’ taxes, and to provide feedback digitally. It should also be noted that the NGO Forum on Cambodia also has a “METRI” strategy (2024 - 2030) and taking advantage of that opportunity, he also stated that at least 500 young people over the next 3 years will be given the opportunity to participate as “METRI” youth ambassadors in various activities such as research, budget analysis, advocacy, and engaging with the government in the public finance management process.   • National Workshop on the Universal Access to Information 2025  

    Theme: “Ensuring Access to Environmental and Public Financial Information in the Digital Age” On October 8, 2025, NFO and the Access to Information Working Group (A21WG) co-hosted a full-day national workshop at Himawari Hotel, gathering over 240 participants from the government, National Assembly, development partners, civil society, private sector, media, and youth.   • ASEAN FOR THE PEOPLES CONFERENCE (AFPC)

    ASEAN For the Peoples Conference (AFPC) is the first region gathering conducted on 4-5 October 2025. AFPC is dedicated to amplifying civil society voices and fostering people-centered cooperation in Southeast Asia. Bringing together grassroots organizations, thought leaders, and policymakers, AFPC seeks to realize a truly people-centered ASEAN from the ground up — making the region more inclusive, responsive, and resilient. 30 key sessions touching on diverse themes relevant to key issues in ASEAN, with 120 CSOs, and the exhibition booths to present their works and country’s context, and gathering with over 3000 participants for the event.   • ICT Assistant - Hiring

    1. Purpose of the Position The ICT Assistant provides oversight of Information and Communication Technology (ICT) to enhance the visibility of the NGO Forum's professional ICT systems to the public. This role ensures that knowledge and data within the organization are effectively generated, stored, and managed. This job description should be read in conjunction with the current action plan. 2. Responsibilities This position offers an opportunity to the current ICT Assistant to learn more on communication roles, and the following are the enriched duties: 2.1 Website, Social Media, and Event Management Update NGO Forum information on the website and social media applications (Facebook, Google Plus, Twitter, YouTube, etc.). Regularly design and develop the NGO Forum’s website and social media platforms to ensure attractiveness and engagement. Work closely with the Media and Communication Unit and program managers to collect and update information on the website. Support program teams in posting important events on the website and social media platforms. Provide technical support for online events/meetings (Livestream, Zoom, Microsoft Teams, etc.). 2.2 IT Helpdesk Support Set up and prepare computers for new staff. Conduct regular maintenance of computers, printers, scanners, and other IT equipment. Perform primary repairs on computers, UPS, LCD projectors, overhead projectors, laptops, and other portable devices. Provide ICT training on software use within the NGO Forum office. Develop specifications related to ICT equipment procurement. Assess ICT equipment condition for appropriate use and prepare recommendations for required ICT equipment. 2.3 Internet & Email Management Create email accounts for new staff and provide IT training for efficient system and device usage. Ensure internet and email systems are protected against viruses and operate securely. Monitor internet data usage to prevent service disruptions due to overuse. Research and recommend appropriate internet service providers for cost-effective services. Regularly back up email accounts and messages. 2.4 Data Management and Cybersecurity Support Develop and maintain databases, including program databases (e.g., Land Dispute Database), membership databases, internal calendars, and staff leave request databases. Collect and store documents from staff traveling abroad or on in-country missions for knowledge-sharing purposes. Keep up to date with newly released publications and organize library resources efficiently. Maintain ICT equipment inventory and control. Inform the Executive Director about ICT security and accessibility issues. Maintain a security system that includes updating antivirus software, ensuring the confidentiality of information, and preventing unnecessary internet and email usage. Provide regular data backups to prevent data loss due to hardware failure or software issues. 2.5 Filing System Management Ensure documents are securely stored in the cloud/server following NGOF’s filing system. Keep the filing system up to date. Train NGOF staff on accessing and managing the filing system. Maintain documentation of NGOF’s event materials, including presentations and handbooks. 2.6 Reporting and Monitoring Prepare high-quality ICT reports, including monthly, semi-annual, and annual reports as required. Continuously monitor ICT activities based on the log frame and budget plan, making necessary adjustments based on monitoring results. Contribute to six-month and annual reports and other key organizational documents for internal use and public sharing. Assist Program Manager in establishing an organizational database system Assist Program Manager in designing PMIS (Program Management Information System). 2.7 ICT Financial Management Implement ICT activities according to the approved budget. Prepare and submit advance requests, manage disbursements, and justify expenditures in compliance with organizational policies and procedures. Develop and monitor ICT cooperative agreements in line with policies and procedures. Oversee project budget monitoring and budget reviews. 2.8 Social Media and Media Relations Increase NGOF’s social media followers and track performance metrics. Ability to initiate and implement innovative IT solutions. Strong command of spoken and written English. Helpful and team-oriented with a proactive approach. Proven ability to manage, delegate, and transfer skills and knowledge to colleagues. Strong experience with computers and office software packages.     On 8th April 2025, representative from the NGO Forum on Cambodia (NGOF) as a member of Fair Finance Cambodia (FFC) coalition participated in a Consultation Workshop on Draft Cambodia Sustainable Finance Taxonomy co-organized by the National Bank of Cambodia (NBC) and World Bank’s International Finance Corporation (IFC). Mr. Mar Sophal, Acting Executive Director of the NGOF congratulates the NBC with the supports from the IFC in starting this good step.     🌱🌍 Workshop: Preliminary Results from Regional Consultations for Inputs to Cambodia's Nationally Determined Contributions (NDC) Phase 3 📅 March 28, 2025 | 📍 Himawari Hotel, Phnom Penh The NGO Forum on Cambodia, in collaboration with the Ministry of Environment, hosted a crucial workshop to present the preliminary results and key takeaways from regional consultations for Cambodia’s NDC 3.0. 👥 Around 90 participants (30 women) joined the event, including H.E. Kob Raly, Undersecretary of State and representative of H.E.   • Workshop on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC)

    On November 4, 2024, we had an inspiring training session led by Mr. Serey Mongkol, a dedicated program assistant at The NGO Forum on Cambodia. 🌈✨ This workshop focused on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC), aiming to broaden our understanding and foster open-mindedness around gender issues among our staff. He emphasized the importance of mainstreaming SOGIESC knowledge within our organization, encouraging more inclusive attitudes towards gender diversity, particularly for LGBTQI+ communities. This initiative not only enhances our team's awareness but also strengthens our commitment to creating a more accepting environment for everyone. Thanks to the generous support from the French Embassy and the Health Action Coordinating Committee (HACC), this training will empower our staff and ultimately benefit The NGO Forum in numerous ways.
