APPENDIX A1: Objectives and Method of RAN’s Counter Survey to the PAP’s Survey

1. Survey aims and objectives 

The aim of the present survey was to appraise the appropriateness of the PAP consultation process offered by the Cambodian Government, to determine the levels of compensation offered to communities and to evaluate the communities’ feelings towards the offered compensation package.  The results of the survey will be used to determine whether the standards as defined by JICA for resettlement processes were attained. 

Specific objectives of the survey were to evaluate:

  • Extent of negative impacts that communities who are to be affected by the project may suffer;

  • Level of information provided to the communities by the PAP’s survey team;

  • Atmosphere under which the PAP’s survey was conducted and whether intimidation was a factor;

  • Affected communities feelings towards the compensation package offered to them;

  • How empowered communities were to negotiate resettlement compensation packages (participation in the decision making process);

  • To determine the criteria by which compensation packages for land loss were allocated and the implications of these criteria

  • How able communities felt to air grievance about the resettlement process

2. Questionnaire development

The questionnaire was developed by Phoung Sok Ka, COMFREL, Kol Leakhana, NGO Forum on Cambodia, and Rena Sugita, Mekong Watch. The questionnaire was initially drafted by the RAN research team in consultation with experienced resettlement caseworkers.  The questionnaire was pre-tested and then adapted according to post-field evaluation by the RAN research team.  The questionnaire is detailed in Appendix A2.

3. Method and scope

The survey was conducted on the 22nd and 23rd September 2004 by the RAN survey team on a personal interview basis. The survey locations were selected based on information from local communities about where the PAP’s survey had been conducted. The survey team was transported by car, and each time 2-3 team members were dropped off at point a few hundred meters after the other members were previously dropped off. Team members walked along the road, and asked people along the road whether or not they had previously been asked by the PAP’s survey team for their thumb-print for agreement to a compensation package. Only people who reported that they have been interviewed by the PAP’s survey team were selected for the survey. In total, 74 people were interviewed from 8 villages in 3 communes in 2 districts in Kandal Province (see table below).  No duplication of interviewees was found in the interview samples.

The spatial scope of the survey was limited by time constraints and survey team size.  Information regarding the actual number of families who have thumb-printed resettlement compensation packages is not available from JICA.  The counter survey covers 11 percents of the total affected residents in the 8 villages where the RAN team conducted the survey as shown at the Table A1. It must be recognized however that certain information, such as the ability of respondents to move to land behind their present houses to resettle, may not be generalized so readily. [Top]
