APPENDIX SIX – STATUS OF MONITORABLE ACTIONS AGREED AT THE JUNE 2OO1 CONSULTATIVE GROUP MEETING

Just prior to the June 2002 Consultative Group Meeting on Cambodia, donors in Cambodia made the following assessment of progress on key reforms areas agreed at the June 2001 Consultative Group meeting: 

  1. Adoption of Anti-Corruption Law

Status:  Not done - No agreed draft law 

  1. Rendering National Audit Authority Operational including appointment of Auditor-General

Status:  Done - Auditor-General appointed and NAA has initiated first audit of Ministry of Economy and Finance. 

  1. Adoption of Forestry Law and completion of negotiations with concessionaires

Status:Partially done - Forestry Law adopted by Council of Ministers and presented to National Assembly.  Negotiations with concessionaires postponed. 

  1. Launch of full-scale demobilization program

Status:  Done - Full-scale program launched and 15,000 soldiers demobilized. 

  1. Finalization of credible civil service reform strategy and its implementation

Status: Partially done – Modest salary increases and budget allocations for Priority Mission Groups agreed, but comprehensive strategy and budget for full civil service not yet prepared. 

  1. Implementation of procurement sub-decree (1995)

Status: Partially done - Implementing initially in four priority ministries under Priority Action Program but not for all expenditure categories. 

  1. Finalization of action plan for legal and judicial reform

Status: Not done – Revised draft of Legal and Judicial Reform Strategy under review within government. 

  1. Rationalization of investment incentives

Status: Done – Law on Investment submitted to National Assembly 

  1. Adoption of Land Law

Status: Done – Law passed by National Assembly(and enacted) 

  1. Enhanced disbursements in social sectors

Status: Partially done – Increased budget allocations to social sectors but continuing problems of timeliness of disbursements.
