2002 Consultative Group Meeting on Cambodia, donors in Cambodia made the
following assessment of progress on key reforms areas agreed at the June
2001 Consultative Group meeting:

Not done - No agreed draft law
Status:
Done - Auditor-General appointed and NAA has initiated first audit
of Ministry of Economy and Finance.
Status:Partially
done - Forestry Law adopted by Council of Ministers and presented to
National Assembly. Negotiations
with concessionaires postponed.
Status:
Done - Full-scale program launched and 15,000 soldiers demobilized.
Status:
Partially done – Modest salary increases and budget allocations
for Priority Mission Groups agreed, but comprehensive strategy and budget
for full civil service not yet prepared.
Status:
Partially done - Implementing initially in four priority ministries under
Priority Action Program but not for all expenditure categories.
Status:
Not done – Revised draft of Legal and Judicial Reform Strategy under
review within government.
Status:
Done – Law on Investment submitted to National Assembly
