Statement to the 2002 CG Meeting |
Final
Draft of the NPRS |
|
·
The draft law on domestic
violence should be submitted to the National Assembly and ratified as soon
as possible. The Law on
Marriage and Family should be reviewed for its relevance to present needs. |
Reference to passage of domestic violence and
trafficking laws is in Action Plan Matrix 6. (2). The issue of domestic
violence is covered in the text. |
|
·
Increase political wills to
implement the law on trafficking and improve transparency within the legal
and police systems and also reduce opportunities for bribery and
corruption. |
Implementation of the law included in the text and
the Action Plan matrix. Reduction of corruption included in the text but
not in the Action Plan matrix. |
|
·
Implementation of the Labor
Law needs constant monitoring in order to ensure fair and equitable
conditions of work and proper payment of wages in all sectors of the
economy. |
Included in the Action Plan matrix under “Social
Protection.” |
|
·
The government should
encourage the preparation of Convention on the Elimination of all forms of
Discrimination Against Women (CEDAW) report on time to show its
willingness to eliminate discrimination against women.
The CEDAW encourages full implementation of measures to ensure that
the rights to employment, rights to politics and public life, equal rights
before the law, and rights to social economics are truly protected. |
The issue of discrimination against women and
children is included, but there is no specific mention of Cambodia’s
obligations and reporting requirements under the CEDAW convention. |
|
·
Ensure that the increase of
the national budget allocation for education and health leads to further
development of these sectors, with special attention to the needs of
women. The education development should be focused on dormitories and
scholarships for female students from secondary schools in order to
encourage female students not to drop out of school. |
Scholarships for female students in post-basic
education are included in the text and in the Action Plan matrix.
Dormitories are included in the text but not in the Action Plan
matrix. Increase of the national budget for education and health are
included in the text. |
|
·
Increase the availability of
reproductive health services. The Ministry of Health is urged to expand
quality reproductive health services with good counseling throughout the
country as soon as possible and include basic emergency obstetric care. |
Included in the text and the Action Plan matrix but
no budget provided in the matrix. |
|
·
The low value attached to
women’s work requires a fundamental remedy: if women’s work were more
fully accounted for, it would become clear how many women contribute to
development. To do that requires much more gender specific data on
development. There is a need to redesign national census and data
collection, particularly regarding agricultural surveys. |
Not specifically included in the text, although the
Action Plan matrix includes promotion of gender research and analysis. |
