Other Cross-Cutting Issues in Poverty Reduction

 

 

 

Some cross-cutting concerns that have been raised recurrently by NGOs are the following:  

 

·         The gap between national budget committed funds and effective disbursed funds is undermining any gains from policy reforms and contributing to the disillusionment among stakeholders.[1]  Thus, NGOs encourage the Ministry of Economy and Finance to honor the commitments made to the social ministries and ensure adequate allocation of funds and a timely and transparent disbursement schedule.

The need for improvement in budget management and disbursement is included, but actions and indicators to address these problems are not elaborated.  

¨       Also, NGOs encourage the analysis of gender-specific impacts and impact of HIV/AIDS at the policy formulation and implementation phases of reform programs.

There are programs for Gender and HIV/AIDS but no clear strategy how to mainstream these issues into all of the priority poverty reduction programs.


[1] In the Education sector, an average of 65% of the 2001 PAP funds had been disbursed to schools (50% for tertiary education).  None of the 2002 funds have been disbursed at the time of this writing.   In the Health sector, only 3% of the PAP budget and 0% of the health section of Chapter 11 were released during the first four months of 2002.
