According to the 1998-99 Development Cooperation Report for Cambodia prepared by the Council for Development of Cambodia, total funds disbursed by NGOs in 1997-98 came to US$82.5 million – a 15% increase from the 1997 level of funding.

Of that, $56 million (68%) was funded through 'core resources' including private donors, religious organizations, philanthropic organizations, and NGO funding agencies. The balance of $26 (32%) million came from multilateral and bilateral organizations.

Of the total amount disbursed through NGOs, $6.4 million were disbursed by local organizations, $75 (91%) million by international organizations, and the remaining $815,000 by membership organizations.

A geographical breakdown of funding highlights the fact that 26% of 1998 NGO core resources went to the Phnom Penh programs, while 11% is administered through nationwide programs. Battambang Province receives 8% of the funds, while K. Speu, Banteay Meanchey and Kandal receive 6% each.

Note: The high percentage for Phnom Penh reflects the fact that many NGOs have headquarters based there. The population of Odar Meanchey is included with the Siem Reap population.
